Efforts should be made to improve the quality of forests, giving priority to protection and natural restoration, giving equal emphasis to quantity and quality, and giving priority to quality. It is necessary to implement precise forest quality improvement projects.

How to accurately improve the quality of forests, ensure the security of ecological resources, and allow forests to better perform their ecological functions has become the main task of the current forestry ecological construction and an important guarantee for achieving sustainable development. It is also an important way to firmly establish General Secretary Xi Jinping's "Lucid waters and lush mountains are gold and silver." The starting point and end point of the green development concept of "mountain". For this reason, it is of great significance to implement the precise forest quality improvement project.

In recent years, Saihanba Mechanical Forest Farm has been guided by the theory of multi-functional forest management and close-to-nature management, and has focused on adjusting tree species structure and forest age structure, optimizing forest stand structure, improving forest quality, improving forest productivity, and enhancing ecological functions. Combining the actual production conditions and continuously summarizing and applying scientific, applicable, and diversified forest management models and forest management technologies, forest quality has been significantly improved, and the stability of the forest ecosystem has continued to increase.

1. Scientifically prepare forest management plans. Since the establishment of the forest farm, the forest farm has conducted four comprehensive forest resource manager surveys and one forest resource supplementary survey. After the survey, each phase entrusted departments with relevant qualifications to prepare detailed and feasible forest management plans. The forest farm basis was verified by experts and superiors. The forestry authority approves the planning and design of the forest management plan and the harvesting quota, formulates the annual production and tending plan, implements the forest tending and management tasks to small forest classes and hilltop plots, and scientifically carries out forest management activities such as afforestation, tending, logging, and renewal.

2. Comprehensively improve the quality of afforestation. Scientifically determine afforestation tree species and vegetation restoration methods to ensure that afforestation is created, lived and green. First, while comprehensively promoting suitable native tree species, starting from the actual situation of Saihanba's single resource, gradually introducing fine exotic varieties such as odoriferous fir, red pine, manchurian ash, Zhangwu pine, and American red maple, in order to adjust the tree species structure. Lay the foundation; second, strictly select the best seeds and seedlings in the cultivation of afforestation seedlings, achieve 100% improvement in seed cultivation and utilization rate, and implement the cultivation project of improved seeds and strong seedlings, the container seedling afforestation project, and the cultivation of forest resources such as rare tree species and mixed forests. and business strategies to ensure that afforestation seedlings meet quality requirements and achieve the goal of “one afforestation, one survival, one time forest”. The third is to explore and promote drought-resistant, water-conserving and afforestation technology. In view of the water-containing and wind-proofing problems in sandy and stony mountains, as well as drought and windy conditions in spring, we have explored the technical measures of covering overwintering afforestation seedlings with straw curtains and covering with soil to prevent cold and wind, and promoted machine plowing. Land preparation methods such as ditches, horizontal ditches and small reverse slopes, as well as water-retaining technologies such as root-dipping with water-retaining agent and root-dipping with rooting powder, ensure the quality of the project in the critical afforestation stage.

3. Manage forests scientifically and in accordance with the law. Comprehensive management measures such as tending and thinning, replanting and promoting natural regeneration are adopted to adjust the composition of tree species and solve problems such as too sparse, too dense and too pure forests. Over the years, Saihanba has continuously adjusted the proportion of pure forest in accordance with the management policy of "focusing on cultivation, combining cultivation, conservation, and transformation, and sustainable utilization" to keep the annual tending and harvesting volume no more than 1/3 of the annual growth of the stock. We will take advantage of the rare development opportunities such as the National Bureau's identification of Saihanba as a national pilot construction unit for sustainable forest resource management, a national forest management model base, and a Montreal Process demonstration unit to vigorously promote the precise improvement project of forest quality. The first is to build a larch medium and small diameter lumber cultivation base. Adopt a cyclic management route that combines high-density initial planting, multiple intermediate tending and utilization, and main cutting renewal to cultivate larch plantations to meet society's needs for medium and small-sized timber. The second is a large-diameter pine timber cultivation project. Implement directional cultivation of target trees, adjust the reasonable nutritional space required for the growth of large-diameter trees through tending and thinning, and supplement them with high-level pruning to gradually cultivate them into large-diameter timber forests. The third is to build a green seedling base. Market-oriented, we adopt intensive scale management measures and use spruce and Scotch pine container seedlings to build garden and urban greening seedling bases. The fourth is to implement landscape and recreational forest improvement projects. Through thinning and clearing, supplemented by moderate pruning, the forest environment can be effectively improved and the recreational functions of the forest stand can be enriched. The fifth is to implement naturalization and improvement projects for artificial forests. Operation methods such as thinning and low-retention tending thinning are adopted to adjust the resource structure while promoting the growth of understory shrubs and grasses and inducing the entry of heterogeneous species, and cultivating multi-functional forests with large-diameter timber and ecological functions as the main goals. Sixth, implement the natural secondary forest conversion project. For the chaotic, low-efficiency and defective natural forests, we adopt tending methods such as tree setting, light transmission, thinning, ecological thinning, landscape thinning, and sanitary thinning, and adopt the "introduction of needles into broad areas" induction model to plant Pinus sylvestris in the forest. , spruce and other tree species, transform the secondary forest into a mixed coniferous and broad-leaved forest to adjust the forest tree species and forest age structure, enhance the stability of the forest stand, and improve the productivity of the forest land and the ecological function of the forest.

4. Actively promote the restoration of degraded forests. In accordance with the principle of "classified implementation, first heavy before light, first urgent before slow", we will formulate targeted transformation measures for different types and regions, scientifically and orderly promote the restoration of degraded forest stands, comprehensively clean up blind spots in forest tending, and implement Full-scale management of the entire basin and full coverage, unified planning, unified implementation, and unified management to ensure that forest tending is in place in a timely manner. For degraded forests with poor site conditions, extremely fragile ecology, and no conditions for restoration and transformation, the enclosure and protection should be strengthened. For sites with good site conditions and conditions for restoration and transformation, comprehensive measures such as replanting, tending, enclosure, and replacement should be scientifically adopted. Establish long-term and stable special funds for the restoration of degraded forest stands, increase investment standards for new afforestation, include tending, management and protection within the scope of investment, avoid premature formation of new degraded forest stands, and increase investment standards for the restoration of degraded forest stands as required. 5. Continuously strengthen the protection of forest resources. By implementing a strict and standardized comprehensive forest fire prevention and forest pest prevention and control system, the forest farm has achieved the set goal of no major forest fires and no pest disasters since its establishment. Comprehensively stop commercial logging of natural forests, draw red lines for natural forest protection, clarify the responsibilities of governments at all levels, society and citizens in protecting natural forests, and establish an effective natural forest management and protection system. At the same time, we have strengthened the protection of forest land, delineated ecological protection red lines, continuously strengthened the protection of forest resources and woodland, and resolutely cracked down on forest-related illegal and criminal activities such as deforestation and illegal occupation of forest land, effectively protecting the security of forest resources.

6. Standardize forest management ledger management. In order to further strengthen the management of forest resources, the forest farm has given full play to the role of the forest management ledger, comprehensively and meticulously recorded the development process of forest management, and established and improved relevant systems for forest resource management. The documents, materials, drawings, financial and auditing data, completion acceptance data, etc. generated during the entire process of all forestry construction projects from project application to implementation are carefully and meticulously archived without any omissions, and are bound into volumes in accordance with file management requirements.
